| North Norfolk District Council has appointed
Tina Wegg to be its e-Government Officer, helping to drive forward the Council's efforts
to improve access to local services using new technologies. Tina, 36, joins NNDC after
four years with Norfolk County Council's Education Department, where she worked to advance
the County Council's own e-Government agenda, primarily in schools. Tina's appointment
allows NNDC to move further toward the Government's 2005 e-Government target (by which
time all council services must be made accessible by electronic means, if they can be),
and build on the success of its recent Reach Out project. The groundbreaking £440,000
Reach Out project, which was named one of the best e-Government initiatives in the country
in the 2003 Consilium e-Government Innovation Awards, was devised to help overcome the
problems of access to services encountered by rural communities. It saw the creation of a
new District website, www.northnorfolk.org, which allows people to carry out a number of
transactions with their District Council, and which also gives local town and parish
councils and community and voluntary groups the option of having mini-websites. The
project also included the creation of public internet access points in a few of the
District's more remote locations, in places like a pub and a doctor's surgery, |

to allow the public to access services online - whether
they are NNDC's or any other agency's.
Tina said she is keen to help build on the work already done at NNDC, and stressed that
e-government is not only about the use of the internet.
"It's about providing choices," she said, "not replacing traditional forms
of contact.

New communication technologies can make it easier for people to do business with their
local councils, and other agencies and community organisations - and they can
improve the service people receive. The challenge is to set up genuinely useful systems
that meet the public's needs, and that they are comfortable with."
